This bulletin announces the availability of a countermeasure torque converter assembly to address a customer concern of very low engine RPM when coming to a stop. The condition is similar to coming to a stop in a manual transmission equipped vehicle without depressing the clutch pedal. Thrust washer wear inside the torque converter can cause restriction of the oil passage used to bleed off lock-up clutch application pressure. The result is either a delayed (momentary low engine rpm) or no lock-up pressure release. The thrust washer has been changed from a solid bushing-type to a needle bearing type.
This bulletin provides details regarding a new oil filler tube o-ring developed to address engine oil seepage concerns.

This seepage may accumulate along the bottom sealing surface of the rocker cover. The new o-ring utilizes material which has an increased resistance to engine heat.

correctly or moving intermittently, even when the control switch is off. Testing revealed moisture being retained in a composition of soldering flux and grease used during switch manufacturing may be forced out under extreme high-temperature conditions. If this moisture causes intermittent continuity between terminals, a circuit may close and power the wiper motor. A special sealer has been applied to the soldered terminals of the switch?s printed circuit board during production to prevent this condition from occurring.

REVISED. Subaru of America, Inc. has determined that vehicles affected by this Service Program require ECM reprogramming. A modification to the Engine Control Module software logic has been developed to improve the performance of the emission control system. This software change will not adversely affect fuel economy or performance. This software update is intended to improve vehicle emissions when the vehicle is operated in cold weather and the engine is turned off and restarted within short periods of time such as in several minute intervals. The A/F sensor contains a heating element, which is controlled by the ECM, and which assists the sensor in reaching an optimum temperature, resulting in better accuracy. When the vehicle is operated under the conditions described above, there could be a longer than desired delay in the ECM?s turning on the A/F sensor heating element, resulting in higher than desired emissions. This software enhancement will correct that condition.

During assembly of the bearing, a different type of grease is used which has a higher resistance to heat. In cases where the operator keeps a foot on the clutch pedal for extended periods, an increased amount of heat is generated which can cause the grease inside the bearing to deteriorate. Normally, the condition will occur during the winter months in states that use salt or similar mineral based anti-icing agents on their streets and highways. Under certain conditions, exterior water that enters the molding, and would normally drain away, may be drawn up into the interior of the partition glass molding where it will evaporate and leave trace mineral deposits behind. An additional seal rib was added to the inside lip of the molding to prevent any exterior water from moving to the inside of the molding.
