The Warranty Part Center (WPC) has received turbochargers returned by Service Agents that have been disassembled, damaged during removal from the engine, electrical harnesses or connectors that have been cut or removed from the turbocharger and/or improperly packaged turbochargers resulting in shipping damage.

GM does not endorse any repairs that involve welding, bending, straightening o re-machining. Only cosmetic refinishing of the wheel's coatings, using recommended procedures, is allowed. Evaluating Damage In evaluating damage, it is the GM Dealer's responsibility to inspect the wheel for corrosion, scrapes, gouges, etc. The Dealer must insure that such damage is not deeper than what can be sanded or polished off. The wheel must be inspected for cracks. If cracks are found, discard the wheel. Any wheels with bent rim flanges must not be repaired or refinished. Wheels that have been refinished by an outside company must be returned to the same vehicle. The Dealer must record the wheel ID stamp or the cast date on the wheel in order to assure this requirement. Refer to Refinisher's Responsibility Outside Company later in this bulletin.

Technician should be advised that the catalytic converter efficiency Diagnostic Trouble Codes P0420 and P0430 are disabled for the first hour of engine run time to allow break-in of the catalytic converter. Technician will need to use a Tech2 to check the verify engine run time on the Engine Hour Meter in the Instrument Panel Cluster Data Display/Data 1 List in the scan tool match. If the engine run time is less than one hour, the battery may have been disconnected, or another vehicle power loss event may have occurred, during vehicle manufacturing. Technician will need to clear the Diagnostic Trouble Codes and perform a drive cycle. If the catalytic converter was replaced and the Diagnostic Trouble Codes set it may be a result of the engine run time restrictions no longer being in place since the vehicle is no longer new. Certain 2008-2010 model year General Motors vehicles have a performance issue with their OnStar modules that could impact the vehicle?s battery life. If the vehicle?s OnStar module contains this condition, the OnStar green telltale light will be illuminated even when the vehicle is off. This condition can drain the vehicle?s battery if the vehicle is not started for approximately four days. The condition may also render the OnStar system inoperative, which would disable all OnStar services, including automatic crash response and emergency roadside services. This condition can occur even if the vehicle is not actively subscribed to OnStar. Dealers are to remove the fuse for the OnStar module to reset it.

On certain 2003-2015 model year Chevrolet Express, 2003-2007 Chevrolet Silverado, 2008-2013 Chevrolet Silverado HD, 2003-2015 GMC Savana, 2003-2007 GMC Sierra 3500, and 2007-2012 GMC Sierra HD model vehicles equipped with a Duramax diesel engine and an engine-block heater (RPO YF2 and K05), continuously activating the engine-block heater through Ambulance body up fit ?shore power? may cause excessive heat buildup, cause a high-resistance short, damage the engine-block heater, or, in rare cases, melt electrical connections or cause an engine-compartment fire. Dealers are to: Replace block heater element with a revised heater equipped with EPDM O-Rings, shorter bolt and improved torque & angle. Disconnect the coolant heater from being powered whenever ?shore power? is plugged in. Add a label to the current cord, ?Avoid continuous use, for Cold Start Only?, unless the cord is damaged at either end, then replace the original cord. Provide the customer with an Owner?s Manual Insert found at the end of this bulletin.

The vehicle may exhibit a no crank or no start, or a Service Hybrid message with no codes. The technician will inspect the High Voltage Circuit Impact Detection sensor for water intrusion or corrosion at the weather pack. Inspect the High Voltage Circuit Impact Detection sensor for cracks or terminal corrosion and replace the sensor or terminals along with the weather pack seals if damage is found. If there is no damage found the technician will leave the sensor unplugged and power up the vehicle to induce a code, then power down the vehicle with the Tech 2 unplugged from the vehicle for two minutes. Clear the code and recheck for the message and codes, if the code resets the technician will replace the High Voltage Circuit Impact Detection sensor and terminals with terminated leads. Technician is to repeat the above steps to verify the concern is corrected.

While in the United States they are unable to receive Turn-by-Turn directions. Due to the existing cellular provider not having roaming agreements in areas outside of Canada to support transmitting of the packet data required for Turn-By-Turn feature to operate. The customer has 3 options while traveling through the United Sates. First if the vehicle is equipped with a navigation radio they can request a "Destination Download" to the vehicle. Second if the customer uses the OnStar RemoteLink app they can send the directions to the vehicle. The third option would be to have the vehicle loaded with a ?500 phone number? The customer will no longer be able to use their Hands Free Calling minutes when the new 500 phone number is loaded. If a customer chooses to restore Hands Free Calling in the future a new phone number will be assigned to the vehicle; previous phone numbers are not available.

This condition may result in noise, ride-height difference, contact with a rear tire, and/or damage to other components under the vehicle. Vehicles with this condition will have reduced load-carrying capacity. If the vehicle falls within the stated special coverage terms replace the rear leaf springs.
